GOD'S CIVIL AUTHORITY

AND WHAT I AM VOTING FOR

                                         By Sid Roth

Question:    Does God appoint civil authority and if so why does He appoint them?

Answer:      In the Holy Bible in the Book of Romans 13:1-8.

Romans 13:1-8 Amplified Version says,

  • 1.  LET EVERY person be loyally subject to the governing (civil) authorities.  For there is no authority except from God [by His permission, His sanction], and those that exist do so by God’s appointment.

  • 2. Therefore he who resists and sets himself up against the authorities resists what God has appointed and arranged [in divine order].  And those who resist will bring down judgment upon themselves [receiving the penalty due them].

  • 3.  For civil authorities are not a terror to [people of] good conduct, but to [those of] bad behavior. Would you have no dread of him who is in authority? Then do what is right and you will receive his approval and commendation.

  • 4.  For he is God’s servant for your good.  But if you do wrong, [you should dread him and] be afraid, for he does not bear and wear the sword for nothing.  He is God’s servant to execute His wrath (punishment, vengeance) on the wrongdoer.

  • 5.  Therefore one must be subject, not only to avoid God’s wrath and escape punishment, but also as a matter of principle and for the sake of conscience.

  • 6.  For this same reason you pay taxes, for [the civil authorities] are official servants under God, devoting themselves to attending to this very service.

  • 7.  Render to all men their dues. [Pay] taxes to whom taxes are due, revenue to whom revenue is due, respect to whom respect is due, and honor to whom honor is due.

  • 8.  Keep out of debt and owe no man anything, except to love one another; for he who loves his neighbor [who practices loving others] has fulfilled the Law [relating to one’s fellowmen, meeting all its requirements].

Regarding number 2 – It is very important to pray for our leaders and not condemn them while they are in office (or any other time for that matter).  Once in office they are now in a position that God has set up and appointed for the people’s sake.  If some are in office because the people helped to vote them in or they were appointed by the President or some state official and the person is not of God’s will because they are taking advantage of the people and so forth then the people suffer because of bad choices.  Proverbs 29:2.

2 Thessalonians 2:7 Amplified says “For the mystery of lawlessness (the hidden principle of rebellion against constituted authority) is already at work in the world…” It is not for the people to attack men and women in leadership roles because they feel they are poor leaders. The Lord would have us to continue to do what is right and seek Him and He will vindicate us and change the hearts of men (mankind) in authority who are abusing their authority and power, if we would not put our mouths on them other than to pray for them. The Holy Spirit can instruct people to confront and/or take legal measures if necessary in order to remove wrongdoers. However, the Lord is well able to remove at the appointed time anyone He chooses and promote someone else.

Remember God works with leadership, those in appointed positions set up by Him. If the person in leadership does not follow the statues, laws, commandments or teachings of Almighty God then they will abuse. Anytime you do not know the true purpose of a thing you will more than likely abuse it. If people in certain offices do not know the true function and how it is designed to help and not hinder or hurt they will do just that hinder and hurt others.

In any event the Lord will have the final say and when we are striving to be obedient to His will, He will then step in.  In Hebrews 10:30-31 the Lord said, “Vengeance is Mine [retribution and the meting out of full justice rest with Me]; I will repay [I will exact the compensation], says the Lord. And again, The Lord will judge and determine and solve and settle the cause and the cases of His people. It is a fearful (formidable and terrible) thing to incur the divine penalties and be cast into the hands of the living God!”

             Regarding number 6
– Civil authorities are over people to collect taxes, such as the IRS and over tax agencies with rules and regulations handed down by congress that in many cases use usury (high interest and penalties) against the people. This is addressed in the book of Nehemiah 5:1-13.  In the Amplified version it states that heavy tax (verse 4) was causing people to lose their land and their children were being sold as slaves (v 5).  The prophet Nehemiah rebuked the nobles and officials for forbidden interest (v 7) and told them to restore to the people all that was taken (verses 10-11).

Please note that the servant of the Lord rebuked them and asked them in verse 9, “Should you not walk in the fear of our God to prevent the taunts and reproach of the nations, our enemies?” In verse 12 they the nobles and officials said they would restore these and require nothing from them (the people). In verse 13 a warning was also given of what would happen if they did not keep their promise. A prophet told them and they listened because they feared God knowing that a Prophet is sent by God and is God’s mouthpiece.  God knows who  to send to redeem and rescue His people.
Also we see the people being restored again after having been cheated by heavy tax as shown in Luke 19:7-8, ... “So then Zacchaeus stood up and solemnly declared to the Lord, See, Lord, the half of my goods I [now] give [by way of restoration] to the poor, and if I have cheated anyone out of anything, I [now] restore four times as much.”  We are to pay our taxes and back taxes and work the process until relief and deliverance comes if usury has been an issue.  Heavy unreasonable taxes are not the will of the Lord so we as a people must respond to their request, cooperate, go through the process and watch God step in and change things for our good because of our willingness to obey the laws of the land through offices He put into place that may have been taken over by corrupt people that possess wrong agendas and motives.

The Lord is our source and vindicator and as we vote people into key positions that have a personal relationship with Jesus Christ they will have the favor, grace and mercy to receive divine wisdom and make choices and decisions that will give the people good success.
